Kerrville City Council put Ordinance No. 2026‑23 (animal-code amendments) on hold after about an hour of public testimony and council discussion. The proposed ordinance would add definitions, strengthen feral-cat management, increase insurance requirements for dangerous dogs and address liability tied to animal removal. Staff explained the ordinance is intended to update older code and to separate contract provisions from ordinance text; advocates urged more time to refine practical, enforceable language.
