Consultants presented two outline options for the comprehensive plan. Option 1 places an introductory "what is a comprehensive plan" section, followed by community context and vision/community values and integrates goals throughout the document; Option 2 uses more traditional, separate chapters for topics such as housing, parks and transportation.
