District staff, led by Kevin Niles, presented a proposal to study a potential Joint Maintenance Facility (JMF) and asked the board only for permission to evaluate financing and operational impacts — not to approve construction or authorize debt. Niles told the board: "Staff is not asking the board to approve construction and we are not asking the board to authorize debt. We are asking for the direction to evaluate whether this project can be responsibly financed and what the long term financial impacts would look like."
