Duluth HRA asks for $2.25M levy to support housing, warming center and development

The Duluth Housing & Redevelopment Authority presented a 2027 levy request of roughly $2.25 million to support owned housing and rent subsidy programs, warming center operations, affordable-housing development, and neighborhood rehabilitation programs.

Sarah Pierce, comptroller with the Duluth Housing & Redevelopment Authority, presented the HRA's 2027 tax levy request and program priorities to the council. Pierce said the HRA's proposed levy is about $2,250,000 and that it is allocated across owned housing and rent subsidy programs, HUD shortfall funding, warming center and community center operations, and affordable housing development.
