Staff member (S3) told the council the splash pad project remains contracted for installation this summer but permits are delayed due to a state-level change in which oversight for splash pads moved to a different agency after an employee retired. In the update, staff said the vendor reported permitting headaches and that the city is experiencing delays in processing related approvals.
