Resident urges creek cleanup and flags deteriorating CSX overpass

A long‑time resident told the commission Mansker Creek is clogged with brush that blocks stormwater flow and that the CSX railroad overpass is rusting and losing concrete; city staff said inspections and bridge replacement planning are underway and will follow up with the resident.

Ralph Quarry, who said he has lived at 102 Utley for 37 years, asked the city to remove brush and trees from Mansker Creek that he said impede water flow during heavy downpours and noted the area is FEMA‑designated flood zone. Quarry also raised concerns about a rusting CSX railroad overpass and failing concrete abutments he called a danger to the public.
