John Doyle opened the topic by summarizing data he obtained from a study and saying the conclusions do not fully account for identified reliability issues. "The study... still wouldn't be sufficient enough to fully address our reliability violations," Doyle said, and he pressed the council to publish consultant evaluations ahead of the scheduled energy workshop.
