Architects Jean Stomach and Matt Welch of Clark and Anderson presented schematic designs and a cost strategy for facility improvements across three city sites: the 105 Building, current City Hall, and the museum. The team said the project was scoped to a communicated budget of $2,500,000 (dependent on bond proceeds) and that soft costs were estimated at roughly 24–25% of the total, leaving an anticipated construction budget of about $1,900,000 for the base bid.
