Council directs staff to draft temporary asphalt-bond language for development agreements
Developers may be allowed to post a bond for asphalt placement when hot-mix asphalt becomes unavailable due to seasonal or market conditions. The council directed staff to work with the developer to set bond amounts and to bring draft language back for approval.

Developer Cody Ralphs asked the council to include a provision in forthcoming development agreements permitting the posting of a temporary bond for asphalt placement if hot-mix asphalt is unavailable at the end of the season. Ralphs said this would allow construction to proceed but would prohibit occupancy until asphalt is installed. He asked the council to avoid last-minute requests in October when asphalt plants close.
