Staff reported that a certificate of substantial completion for the downtown sidewalk project has been issued to contractor Dave O'Meara; most remaining punch-list items are minor and a final change order is being processed that staff expects will be a deduction. The 2025 Community Crossing Grant preconstruction meeting occurred on 06/23/2025, with bonding and insurance provided and a notice to proceed issued; however, construction will not commence until September due to the contractor's other commitments.
