Interim Chief Procurement Officer Lisa Baca Medina told the board that the RFP for landfill operations published May 28 received no proposals; two firms submitted 'no proposal' letters instead. "Unfortunately, we got two no proposal letters, and we did not get any proposals," Baca Medina said, noting respondents raised extensive questions about notices of violation, permits and groundwater monitoring.
