The RDC debated whether to form a separate facade-grant committee or to have the RDC review applications during regularly scheduled meetings. Committee member (S3) proposed requiring applications be received at least 10 days before the upcoming RDC meeting so packets can be docketed and reviewed; other members raised concerns about creating yet another volunteer committee because of recruitment difficulty.
