Van Zababa, disaster district chief for District 24, told the Val Verde County Commissioners Court that distinguishing a temporary warming center from an overnight shelter is crucial because the two trigger different regulatory and staffing requirements. "A warming center is the messaging is put out ... we're not providing anything other than 4 walls and heater," Van Zababa said, adding that overnight shelters trigger DSHS, ADA and feeding requirements.
