Cassie described nuisance and safety controls in the draft ordinance: continuous sound shall not exceed an average of 60 decibels over any 30-minute period from 8 a.m. to 6 p.m. and an average of 50 decibels from 6 p.m. to 8 a.m., measured at adjacent property boundaries, with violations subject to existing zoning-enforcement procedures and fines. "They shall not produce continuous sound that exceeds an average of 60 decibels... from 8AM to 6PM," she said.
