Budget staff explained the fire-district millage applies to areas outside the City of St. Augustine, lifeguards are primarily funded by the beach services special revenue fund, and Tourist Development will contribute to beach operations in FY2027.

Schroeder explained that the county's fire-district millage is separate from the countywide general fund millage and applies to areas outside the City of St. Augustine: "The Fire District Fund and that millage rate is not countywide… so we're providing services… everything outside of the City Of St. Augustine."
