Council rescinds permit hold for Zoubek Addition, approves hydraulic testing
The Wilber City Council rescinded a prior restriction on building permits for the Zoubek Addition and authorized Frontwater Engineering to perform flow and pressure (hydraulic) testing on the in-place 4-inch water main to determine whether the line meets minimum standards.

The Wilber City Council voted to rescind a November 11, 2025 motion that had barred new building permits in the Zoubek Addition until streets, water and sewer work were engineered and completed. Mayor Roger L. Chrans announced the discussion and Councilmembers debated engineering and drainage issues raised by the developer and engineers.
