Duluth staff present Strong Towns 'decoder' showing solvency gains and deferred-maintenance trade-offs

Budget managers Missy Harold and Josh Bailey told the finance committee that a Strong Towns financial decoder using 2009–2024 data shows Duluth has improved debt control but still faces deferred maintenance and increased reliance on outside grants, with pension/OPEB accounting changes affecting reported net position.
