During a permit review update, Mark Digman of Delta 3 Engineering told the Board that TDS agreed with most review comments but objected to a requirement for pre- and post-televising of sanitary sewer crossings, suggesting potholing laterals instead. Digman argued televising is necessary to verify that sewer mains were not damaged during directional drilling and cited a history of utility conflicts.
