Division director of environmental services briefed the committee on a multi-phase rehabilitation program for the Rouge Valley sewage disposal system to be funded by a Clean Water State Revolving Fund loan backed by bond issuance. The program includes three sequential contracts: (1) televising and inspection to locate problems, (2) manhole rehabilitation in flood plain areas (physical reconstruction, collars, restoration) with an estimated 300 manholes targeted, and (3) sewer lining (the largest and most expensive phase).
