At 5:05 P.M. Aug. 26 the Hartley City Council went into closed session under Iowa Code Section 21.5(1)(c); Council member Ron Hengeveld moved to go into closed session and Mary Westphalen seconded the motion. The roll call shows four ayes and one absent. The minutes cite the statute as the authority for the closed session but do not record the subject matter in open minutes.
