Staff reported steady progress at Abigail Areas—grading, utility work and preparation for pavilion concrete—but flagged a utility complication that could increase cost and delay completion. Susie told the board the sewer line tie-in originally planned to use a manhole on the southwest corner could not proceed because an easement on that corner was labeled as a drainage easement and not a utility easement, preventing the placement of sewer infrastructure.
