May 12, 2026
Finance staff outlined mid-year moves that increase the general fund by $831,446, reallocate waterfront receipts and add $425,000 back to the water fund; FEMA reimbursement of approximately $2,000,008 remains pending and will affect debt strategies for a 2029 balloon payment.
The full story
The city finance director presented mid-year budget amendments that reclassify receivables as revenue and reallocate several one-time receipts. Changes included a $831,446 increase to the general fund (receipt reclassification from waterfront receivable), a $1,000,002.56 adjustment to the waterfront fund, and a $425,000 return to the water fund (allocated $225,000 to capital improvements and $200,000 for wells). The director noted an outstanding FEMA reimbursement (roughly $2,000,008) that remains in the federal-to-state processing pipeline; staff said receipt of those funds would allow the city to pay down a note with a balloon payment due in 2029.
