Council told moratorium could delay Heath Tract work, pausing some homebuilding activity
Aug 11, 2026
Staff told council a moratorium would prevent new building-permit applications and could delay construction starts on large pending projects such as the Heath Tract (about 130 acres, ~95 developable) and a proposed 139-home project; zoning and site-plan pipelines may be completed but infrastructure and building permits can be paused under state law.
The full story
Council discussion on the moratorium focused on how it would affect active development projects. Staff identified a significant pending application on the Heath Tract — roughly 130 acres with about 95 developable acres — and said a developer (Centurion America) had infrastructure work underway but had not yet completed land transfer or submitted building permits. Staff told the council that while zoning or site-plan pipelines already in motion could be finished, the moratorium would allow the town to deny building or infrastructure permits that would enable new construction until the moratorium ends.
