Council creates 30‑year TIRS for Addison Junction; DART participation remains under negotiation

Council voted to create Tax Increment Reinvestment Zone No.1 to support the Addison Junction transit‑oriented development. Staff proposed a 30‑year term and stair‑step participation rates; staff estimated roughly $183M could flow to the TIRS over 30 years and about $175M net benefit to the general fund over the same period. Council voted to approve the creation ordinance with one dissent.
