Planning staff presented a special use permit application for Colt Recycling to operate IT asset‑disposition and secure‑data destruction services in a roughly 58,000‑square‑foot building at 601 W. 2nd St. Staff said the use is not specifically enumerated in P5 and therefore recommended an SUP with conditions to protect adjacent properties: all processing must be indoors, no outdoor staging or storage is permitted, equipment will be limited (staff described approval for a single small enclosed hard‑drive shredder), noise and emissions must not extend beyond the building, and the SUP would require periodic notification and an expiration/renewal provision.
