Chance Sparks, the consulting planner leading the diagnostic, told the Taylor City Council workshop the effort is intended to identify surgical code changes and a larger update where needed. He said the team would deliver the first Phase 1B set of amendments to city staff within weeks and pursue a broader Phase 2 update over the summer.
