During the public-comment period at the Sept. 28 council meeting, resident Gary Trott urged the mayor to "lead by example following the ordinances" and suggested increasing fines for ordinance violations "up to $2000." The comment was made during the open-comment portion of the meeting and was presented directly to the council for its consideration.
