Council members questioned how the planned water-system study will assess capacity, condition and future demand and whether the town has committed to provide water for nearby development projects. Staff said the study focuses on the town's system needs and future demand; it will examine the system rather than aquifer supply. Regarding developer commitments, staff said the town had provided a letter of intent to supply water for Coastal Square but that developers could opt to drill their own wells and change plans.
