Committee to remove specific vendor references and clarify donation receipt date
Staff proposed removing a code reference to PayPal and clarifying whether the reportable date for electronic contributions should be when a payment intermediary transfers funds or when the money is available in a campaign account.

The committee reviewed technical edits related to electronic contributions. Ted Hewitt noted there is currently "one reference to PayPal in the code" and recommended deleting vendor-specific language in favor of generic payment-intermediary wording. Members questioned which date should count for reporting: the date the intermediary records the donation or the date funds appear in a campaign's bank account.
