Engineer outlines Weiss Road Bridge plan to limit disturbance, avoid FEMA permitting
Jan 6, 2025
Pennoni engineer reported a design favoring a 55‑foot precast Conspan arch culvert and lowering of roadway geometry to reduce environmental disturbance, limit 100‑year water surface change to under 1 foot, and target joint permit application in April 2025; bog turtle PNDI screening requires coordination with USFWS.

Todd Baldwin, the project engineer, briefed the board on progress for the Weiss Road Bridge replacement. After evaluating precast culvert and traditional span designs, Pennoni’s current proposal favors a 55‑foot‑wide precast Conspan arch culvert combined with lowering previously developed vertical roadway geometry by approximately 1 foot. Baldwin said the revised concept reduces construction disturbance, passes events up to the 5‑year event without roadway overtopping and is designed to keep the 100‑year event water surface elevation change to less than 1 foot — a measure intended to avoid FEMA permitting requirements.
