The Toquerville City Council voted to approve the hillside development permit for Firelight Development Inc.'s Indigo project (phases 2 through 5), subject to conditions set by the council and planning commission. The applicant's civil engineer, Austin Chapel of American Consulting Engineering, told the council the plans meet code and that areas of 30% slope are limited and being avoided where possible; council and staff discussed drainage, retaining walls, cut/fill slopes and landscaping as part of the review.
