ESD No. 1 petition review delayed after appraisal-district mapping concerns

Jul 31, 2026

County staff told the court that the ESD No. 1 petition review must wait because overlapping extraterritorial jurisdiction (ETJ) lines between Caddo Mills and Royce City and a nonstatutory boundary agreement need certified mapping from cities and the appraisal district before fiscal feasibility can be finalized; staff expects the map soon and recommended an August follow-up.

During review of actions 4–6 the county attorney reported that documents received for the ESD No.1 petition revealed a significant mapping complication: overlapping ETJs between Caddo Mills and Royce City and a privately negotiated line between Royce City and Cattle Mills that is not a statutory boundary. The appraisal district said the exact line location could swing key fiscal-feasibility numbers by 15–20 percent and might render a petition noncertifiable if not drawn correctly.
