David Devore told the board the Echo Barker Circle account has about $109,613 and asked for permission to use a portion of the fund to pay an engineer to produce bid-ready plans. Devore said an outside estimate for reconstruction came back "not to exceed $149,000," and asked the board to authorize up to $10,000 to hire Scott Rogers to engineer and draw plans so the project can be bid.
