The board approved the El Dorado County Strategic Economic Enhancement and Development (SEED) committee’s implementation plan and directed staff to begin coordinated implementation, with an explicit addition of biomass/waste‑to‑energy priorities to Phase 1. Planning & Building Director Karen Garner presented the phased plan — activation (year 1), expansion (years 1–3) and institutionalization (years 3–5) — and identified near‑term projects including a tourism business improvement district (TBID), vacation‑rental policy review, ag/lodging expansion and county asset utilization for tourism.
