Supervisors debate carryover guidelines, ask staff to return revised form

Finance staff presented two guideline options for handling department requests to carry forward unspent or dedicated funds into the next fiscal year: Option 1 would allow carryover requests anytime during the following year with defined scrutiny; Option 2 would require waiting for audited results and entertain requests later in the year. The presentation said the carryover mechanism was intended to reduce year‑end scramble and avoid rushed contracting just to meet June 30 deadlines.
