Commissioners debate public-comment structure and rules-of-procedure changes

Commissioners reflected on public testimony about board conduct and whether rules of procedure should be changed before the incoming board takes office. One commissioner proposed standardizing public comment by offering everyone an opportunity to speak for a shorter period rather than a mix of 5- and 2-minute slots. "I was proposing that we just allow everybody to testify, but that we went to a 3 minute standard instead of 5 and 2," the commissioner said, explaining a shift could increase the number of distinct voices while reducing meeting delays.
