The City Council approved a preliminary levy for the Moorhead Economic Development Authority (EDA) after staff noted the EDA approved a preliminary levy of $822,286 at its Sept. 8 meeting. Finance Director Jennica Flanagan presented the EDA figure and explained that the EDA is a separate taxing entity whose levy requires council approval to set the ceiling.
