Merced County MHSA staff explained that as of June 30, 2026 the old MHSA rules requiring a standalone Cultural Competency Plan and committee have ended. Instead, the State Department of Health Care Services requires counties to incorporate cultural‑competence work into the county BHSA Integrated Plan beginning in 2028.
