Norma Salas, the county's grant administrator, told the court it had received two proposals for the HOME homeowner reconstruction assistance program (HOME/TDHCA). The record lists one proposer as "Lankford Community Management Services" (also referred to as "Langford Services" in the record; spelling inconsistent) proposing a 5% administration fee and an administrative cap of $15,000 per housing unit. The second packet was from GrantWorks, Inc.; the GrantWorks proposal listed a 5% contract administration fee and a per‑unit administrative cap of $15,000.
