The council devoted extended discussion to ordinance amendment request 10‑4a31, which would adjust how the city treats floodplain and minimum elevation standards. A council member flagged a technical but critical issue: the two draft documents in the packet appear to use different vertical datums (e.g., NAVD ’88 versus other reference frames), which can create a one‑to‑two meter difference in reported elevations and make direct comparison of lines such as 42.15, 42.17, 42.18 and 42.20 invalid without conversion. “So that’s my first thing — we’ve gotta compare apples to apples,” the council member said.
