During consideration of the vote-center plan, a board member flagged language at the top of page 23 (the paragraph titled "municipal and special elections") as potentially confusing for municipal contests and said the paragraph could be read to contradict the plan's intent. The member moved to delete that paragraph, saying it was "confusing" and "superfluous."
