John Nersbicki, a civil engineer with Contour Land Group, told the board his client had closed on the land and worked to address comments but encountered late or missing responses from utilities and pipeline owners (including Duke Energy and Panhandle). Nersbicki said the team had hoped to be on the public-hearing agenda but needed to resolve outstanding utility coordination to proceed to construction.
