Commissioner Scharf told the board she is serving on the Land Conservation and Development Commission and described a housing-innovation project in Newberg called "the hive," a pilot that will test multiple off-site construction technologies — including mass timber, cross-laminated timber, concrete block and metal-stud approaches — to speed housing production.
