Commissioners pressed staff to ensure the housing action plan addresses displacement risk and local demographic shifts. One commissioner asked whether the city is currently seeing displacement "because of our zoning," and staff replied that displacement is driven by multiple factors (market forces, financing barriers and regulatory history) and that the state provided 11 measures to identify displacement risk in communities.
