Council approves CDBG applications for Pine Street and East 3rd side projects

City staff presented two resolutions (26-003 and 26-004) authorizing submission of Community Development Block Grant (CDBG) applications and matching funds for side projects tied to Phase 2 reconstruction. A staff member explained why the city qualified: "the median household income is decided based on a 4 year average... by doing [income surveys] we were able to prove that the residents on the streets in question were more than 51% in the low to moderate income," enabling targeted blocks to qualify even though the citywide metric fell below the threshold.
