City staff presented amendments to the municipal code to align Hooper's definition of "family" and group-home regulations with state law. The update replaces an older local definition that allowed up to eight unrelated, disabled or elderly persons as a permitted family unit; the new code limits the as-of-right definition to four unrelated persons so that anything more than four requires a conditional-use review and potential conditions.
