Council hears sewer feasibility options as vacuum system aging and costly

Oct 5, 2026

Staff and a consultant outlined a phased approach to Hooper's patchwork sewer system, noting proprietary vacuum components, rising maintenance costs and long-term debt. A full master-plan and feasibility study was estimated at roughly $170,000; council discussed phasing, regional connections and funding strategies.

The full story

City staff and consultant Taylor Stauffer presented a feasibility discussion about Hooper's mixed sewer system, which includes conventional gravity lines, lift stations and three vacuum sewer zones. Stauffer said a comprehensive master-plan study that looks at operations and maintenance, replacement pathways and system unification would cost in the order of $170,000; he described that as a high-level cost for a full study of converting vacuum zones to gravity-based systems and planning lift-station sites. "It a grand total that we came up with was a 170,000," Stauffer told the council during the feasibility presentation.
