Marcia Manley, speaking for the Parks Department, told the council Sept. 16 that a park survey and targeted outreach — including bilingual student assistance — identified specific youth requests such as a tetherball and a single soccer goal. She said focusing on a single goal made the item more obtainable than building a full field.
