Planning staff recommended shifting regulation of event venues from the business-licensing chapter into the city's zoning code so land use rules, not a separate license, determine where and how venues operate. The presentation described four categories of event uses (indoor, outdoor/hybrid, accessory outdoor entertainment, and residential/agricultural accessory uses) and proposed special use permit (SUP) review for larger residential/ag properties.
