Long Beach's Mayor and Board of Aldermen declined to accept Castine Point Phase 6 as complete after the city engineer described multiple outstanding punch-list items and a failed roadway segment. David, the city engineer, told the board several items remain open and recommended the city not accept the phase until the developer and contractor fix them.
